MEETING OF THE ALCESTER CITY COUNCIL
March 7, 2007 The
Alcester city council held their regular monthly meeting on
Monday, March 7, 2007 in the council room. Mayor Bill Koenig
opened the meeting at 7:00 PM with the following council
members present; Curt Anderson, Tom Kribell, Pete Larsen,
Brian Berg and Jim Quick. Kitsy Triebwasser arrived at 7:15.
Also present during the meeting were Mike Kezar, Charles
Haugland, Robert Tinklepaugh, Dick Hughes and Jim Morey.
The minutes of the meeting of February 5, 2007 were approved
on a motion by Larsen and seconded by Berg. All voted aye.
The following warrants were approved for payment on a motion
by Larsen and seconded by Quick. All voted aye. Salaries,

A motion by Quick and seconded by Anderson to send the chief
of police to the chief’s spring meeting in Huron. All voted
aye.
A motion by Anderson and seconded by Berg to send the
wastewater superintendent to a wastewater seminar in Huron.
All voted aye.
A motion by Larsen and seconded Triebwasser to increase the
police department’s on call compensation from $2.00 to $3.00
an hour. The motion passed on a 5 to 1 vote with Larsen,
Triebwasser, Anderson, Berg and Quick voting yes, and
Kribell voting no.
The 2006 annual report was presented to the city council and
discussion was held on having a one year audit.
The council was informed that there will be a city election
in Ward Two on April 10th.
The council was informed of upcoming meetings, March 19,
Board of Equalization, March 27, Community Assessment, March
29, Municipal spring meeting and Community Assessment
supper.
The council discussed replacing gym lights and installing
ceiling fans in the gym, plus rewiring in the basement and
using the second penny sales tax monies. Additional quotes
will be looked at the next meeting.
A motion by Larsen and seconded by Triebwasser to give the
Fire Department a beer license on March 17 & 18 for their
annual dance. All voted aye.
A motion by Berg and seconded by Kribell to go into
executive session to discuss personnel at 8:32. The mayor
declared the council out of executive session at 8:49.
A motion by Berg and seconded by Anderson to adjourn the
meeting at 8:50. All voted aye.

ORDINANCE AMENDING AN
ORDINANCE REGULATING WATER AND SEWER USAGE FOR THE CITY OF
ALCESTER BE IT
ORDAINED, by the City Council of the City of Alcester, Union
County, South Dakota, that a certain ordinance entitled “An
Ordinance Regulating Water and Sewer Usage for the City of
Alcester”, dated July 1, 1980, as amended, be further
amended as follows:
SECTION I: WATER RATES
The following water rate schedule apply to all water
purchased from the City of Alcester:
Usage Water Rate
Minimum bill for 2000 Gallons $13.30
2,000 Gallons @ $4.65per Thousand 9.30
2,000 Gallons @ $4.15 per Thousand 8.30
2,000 Gallons @ $3.65 per Thousand 7.30
2,000 Gallons @ $3.15 per Thousand 6.30
In excess of 10,000 Gallons @ $2.15 per Thousand
The above rates apply, based upon water usage on a monthly
basis. A minimum of $13.30 per month will be assessed
against all water users.
Rates for water users residing outside the City limits of
the City of Alcester shall be increased by $1.00 per month.
From and after June 1, 2006 the City of Alcester shall not
establish any new residential water hookups for services
outside the City limits of the City of Alcester.
The rates for all inoperative meters will be figured based
upon the average of the last three months water usage. The
consumer shall immediately report any meter malfunction to
the City Finance Officer of the City of Alcester.
SECTION XII: EFFECTIVE DATE
This amended ordinance shall be effective on the 1st day of
March, 2007, and shall apply to all water bills to be paid
on the 1st day of April, 2007.
BE IT FURTHER ORDAINED, that the remaining sections of this
ordinance, as previously amended, shall remain in full force
and effect except as modified by this ordinance.

NOTICE OF HEARING UPON
APPLICATION FOR SALE OF ALCOHOLIC BEVERAGES
Notice is hereby given that a
hearing will be held in the meeting room of the Alcester
city council in the Alcester Community Building of the city
of Alcester, South Dakota at 7:30 p.m., Monday, March 5,
2007. At that time and place, the city council of the city
of Alcester will consider an application by the Alcester
Volunteer Fire Dept. for a special malt beverage beer
license for March 17 and 18, 2007 for a dance to be held at
the Alcester Community building. Any persons interested in
the approval or rejection of these applications may appear
and be heard.
