MEETING OF THE ALCESTER CITY COUNCIL
April 2, 2007
The Alcester
city council held their regular monthly meeting on Monday,
April 2, 2007 in the council room of the Alcester Community
Building. Mayor Bill Koenig opened the meeting at 7:00 PM
with the following council members present; Brian Berg, Curt
Anderson, Pete Larsen, Tom Kribell, Kitsy Triebwasser and
Jim Quick. Also present were Mike Kezar, Vern Johnson,
Charles Haugland, Clay Clark and Jay Clark.
The minutes of the meetings of March 5, 2007 & March 19,
2007 were approved with the following correction, that each
of the election workers will be paid $104 for the day.
Motion was made by Anderson and seconded by Triebwasser. All
voted aye.
A motion by Larsen and seconded by Kribell to approve the
following warrants for payment. All voted aye. Salaries,

Clay Clark spoke to city council concerning a cattle
operation he is thinking about starting up within the mile
zoning setback required by Union County. The city council
tabled a decision until next meeting concerning opposing a
variance from the setback requirements.
The city council was informed that the Lincoln Drive Project
curb & gutter work and asphalt overlay will begin shortly
and should be done by mid to late April.
A motion by Larsen and seconded by Triebwasser to approve
the hours and admission prices at the swimming pool. Sunday
thru Saturday, 1-5 and 7-9. Wednesday, Family night, 6-7.
Family Pass, $50.00, Individual Pass, $30.00, Daily, $1.25,
Swimming Lessons, $15.00. The motion passed on a 5 to 1
vote, with Berg voting no.
A motion by Larsen and seconded by Triebwasser to hold Clean
Up Days from April 21-May 6. All voted aye.
A motion by Larsen and seconded by Quick to declare the
Circle Drive property the city owns as surplus property,
have the property appraised and sold. All voted aye. A
motion by Anderson and seconded by Triebwasser to appoint
the following three appraisers, Bernard Bergdale, Roger
McKellips and Pete Larsen. All voted aye.
A motion by Larsen and seconded by Triebwasser to canvas
votes on Monday, April 16th at 7:00 PM. All voted aye.
A motion by Triebwasser and seconded by Quick to allow
Alkota to build over the alley and to provide for utilities
access and to fix at their expense. All voted aye.
A motion by Anderson and seconded by Larsen to hire Donna
Pederson as an election worker for April 10th at $104 for
the day. All voted aye.
A motion by Triebwasser and seconded by Quick to pay $250
towards a sign and Union County to pay $400 towards a sign
advertising that Union County is the fifth best rural place
to live. The vote was 3 to 3 with Triebwasser, Quick and
Anderson voting yes. Voting no were Larsen, Berg and Kribell.
The mayor tabled breaking the tie vote until next meeting.
A motion by Larsen and seconded by Berg to go into executive
session to discuss personnel at 8:27. All voted aye. The
mayor declared the council out of executive session at 8:45.
A motion by Quick and seconded by Triebwasser to hire the
following lifeguards for this summer, Jenna Hughes, manager,
Kristin Johannsen, Kara Hongslo, Curtis Nielsen, Corey
Haisch, Todd Anderson and Jarrod Slaght. The manager will
get $9.50 and hour, the WSI trained guards will get $8.75 an
hour and the lifeguard trained guards will get $7.00 an
hour. There is no bonus at the end of the pool season. All
voted aye.
A motion to adjourn was made at 8:47 by Larsen and seconded
by Triebwasser. All voted aye.

MEETING
OF THE ALCESTER CITY COUNCIL
April 16, 2007
The Alcester
city council held a meeting on Monday, April 16, 2007 in the
council room in the Alcester Community Building. Mayor Bill
Koenig opened the meeting at 7:00 PM with the following
council members present, Pete Larsen, Tom Kribell, Curt
Anderson, Brian Berg and Kitsy Triebwasser. Absent was Jim
Quick. Also present were Mike Kezar, Jesse Duncan, Rodney
Schempp, Charles Haugland and Bill Lind.
The council canvassed the votes from the April 10th election
with Jesse Duncan having 23 votes and Kitsy Triebwasser
having 21 votes. A motion by Triebwasser and seconded by
Berg to declare Duncan the winner. All voted aye.
A motion by Larsen and seconded by Anderson to pay the
following bills, Alcester Union, publications, $465.85,
Pete’s Produce, supplies, $84.23, Decatur Electronics, radar
system, $2,586, Mobile Electronics, video system, $1,775.
There was discussion on a pool bath house, sound tiles for
the city gym with the city council to get more information.
The council was given an update on the Lincoln Drive
Project. Also Bill Lind was present to ask that a drive-over
curb be placed on the north edge of his property along the
project site. A motion by Larsen and seconded by Triebwasser
to have the engineer to approve a drive-over curb if driving
over the curb would not break up and that Lind would stand
any extra costs. All voted aye.
Mayor Koenig broke a tie vote concerning a sign advertising
that Union County is the fifth best rural place to live by
voting yes to the city’s $250 contribution.
Discussion was held on the condition of the sidewalk in
front of the laundromat. A motion by Triebwasser and
seconded by Kribell to send the owner a letter to start
proceedings to get the sidewalk fixed. All voted aye.
A motion to adjourn was made at 7:59 PM by Larsen and
seconded by Triebwasser. All voted aye.
