REGULAR MEETING OF THE ALCESTER CITY COUNCIL
July 2, 2007

The Alcester city council their regular monthly meeting on Monday, July 2, 2007 in the council room in the Alcester Community Building. Mayor Bill Koenig opened the meeting at 7:00 PM with the following council members present, Tom Kribell, Brian Berg, Pete Larsen, Jim Quick and Jesse Duncan. Absent was Curt Anderson. Also present during the meeting were Mike Kezar, Charles Haugland, Vern Johnson, Tom Glas and Jim Morey.
The minutes of the meetings of June 4 and June 18 were approved on a motion by Berg and seconded by Kribell. All voted aye.

A motion by Berg and seconded by Duncan to advertise for bids for the 1979 Ford backhoe, model #555 and to set August 6, 2007 at 4:00 PM to open bids in the city office. Advertisement for the bid opening will be in the Alcester Union and the Sioux Falls Argus Leader. All voted aye.
A motion by Berg and seconded by Duncan to appoint Tom Kribell, Jim Quick and Pete Larsen as appraisers for the backhoe. All voted aye.
A motion by Larsen and seconded by Duncan to hold the first reading of an amendment to the water ordinance, to have water customers pay for their water meter at a price to be determined by the city council when it comes time to change out the meters and for the city to install the meters and any additional plumbing if needed to be done by a plumber at the water customer’s expense. All voted aye.
A motion by Kribell and seconded by Quick to hold the first reading of an amended ordinance regarding dogs. Dog owners will have to get a dog license each year by January 30, with the cost of the license being $5.00 and produced proof of a rabies vaccination. This amended ordinance will be effective January 1, 2008. All voted aye.
A motion by Quick and seconded by Duncan to advertise for bids the Circle Drive property the city owns and to open bids on August 6, 2007 at 4:30 PM in the city office. All voted aye. Notices are to put in the Alcester Union and Star publications.
A motion by Quick and seconded by Kribell, thanking the Legion Auxiliary for $200 for folding chairs and for the city to match that amount for folding chairs. All voted aye.
Discussion was held on annexation of the east side of Highway 11, north of Sixth Street and to send letters to the three businesses affected to come to the August 20th council meeting to discuss this further.
A motion by Kribell and seconded by Duncan to accept the bid from Topkote, Inc. for seal coating the city streets off the bid specifications and bid acceptance through the city of Beresford, with the work to be done by Sept. 1. The city will use 14.28 ton of oil and 170 ton of rock with a $1,100 mobilization fee based on the prices of $465.55 a ton for oil and $19.00 a ton for rock. All voted aye.
The council will hold a meeting on July 16th at 7:00 PM to discuss housing with a developer. The pool discussed the pool, the liquor store; alley’s and were given an update of the city CDBG loans to various businesses.
A motion to adjourn was made at 9:55 by Larsen and seconded by Berg. All voted aye.

MEETING OF THE ALCESTER CITY COUNCIL
July 16, 2007

The Alcester city council held a meeting on Monday, July 16, 2007 in the council room of the Alcester Community Building. Mayor Bill Koenig opened the meeting at 7:005PM with the following council members present, Pete Larsen, Jim Quick, Curt Anderson, Brian Berg, Tom Kribell and Jesse Duncan. Also present during the meeting were Diane Weick, Robin Doty, Gary McKellips, Roger McKellips, Mark Dykstra, Dennis Jones and Mark Doty.
Diane Weick from F&L Development was present to discuss public multi-family housing project.
Robin Doty invited the council to a community assessment meeting to go over the assessment report. The meeting will be July 30th at 7:00 at the Alcester-Hudson new gym.
Discussion was held on a proposed location for a school bus barn.
Discussion was held concerning capital improvements and residential development including the finishing of Lee Drive in the new addition.
A motion to spend up to $2,000 was made by Anderson and seconded by Larsen for updating of the book system and new server at the public library. All voted aye.
A motion to adjourn was made at 10:00 PM by Berg and seconded by Larsen. All voted aye.
